Strategic Project Planning with Local StakeholdersThe manager will coordinate with local stakeholders — both public and private — to define and shape the national digital project portfolio:Consolidate a unified pipeline of digital initiatives sourced from various state and non-state actors that align with national development prioritiesDevelop detailed business cases for each project, highlighting financial and strategic benefits, estimated costs, and implementation timelinesPrioritize and shortlist projects that have the highest potential for impact and are attractive to leading international service providers2. Business Development and International PartnershipsBuild partnerships with leading global technology companies and encourage them to establish operations in-countryRepresent Azerbaijan at global industry events (conferences, forums, etc.) to build networks and promote investment opportunitiesPromote business cases that showcase existing demand and long-term growth potential, positioning Azerbaijan as a future regional innovation hubDevelop PPP (Public-Private Partnership) frameworks that ensure returns for private firms and stimulate domestic IT workforce development through collaboration with academia and industry3. Support to Innovation Ecosystem DevelopmentSupport the startup ecosystem in partnership with key stakeholdersSupporting scale-up efforts for regional and global expansionEngage in any additional initiatives that enhance the startup and innovation ecosystem.TələblərEducation: Bachelor’s or Master’s degree in Business Administration, Innovation Management, Technology, Economics, or related fieldsExperience: 5+ years of relevant experience in project management, commercial product development, or business developmentProven success managing innovation or tech-enabled projects with commercial outcomesStrong knowledge of revenue models, market entry strategies, and customer acquisition tacticsExperience working in or with startups, government agencies, or donor-funded innovation projects is a strong advantageFluency in Azerbaijani and English (written and spoken); knowledge of Russian is an assetStrong communication, negotiation, and cross-functional team management skillsPMP, Agile/Scrum, or similar project management certifications are a plus
