Commercial Engineer

Work Location: Baku Position Overview: The Commercial Engineer will be responsible for preparing competitive technical and commercial proposals, cost estimates, and tender submissions for engineering and project opportunities. The role will focus primarily on Electrical and Instrumentation (E&I) scopes and will require close coordination with engineering, procurement, project, and commercial teams to ensure accurate pricing, technically compliant proposals, and timely tender submissions Key Functions: Review tender documents, RFQs, specifications, drawings, BOQs, and client requirements to define the scope of work Prepare detailed cost estimates, pricing breakdowns, and technical/commercial proposals, particularly for Electrical and Instrumentation (E&I) projects Coordinate with Engineering, Procurement, Project Management, vendors, and subcontractors to obtain technical inputs and competitive quotations Evaluate vendor and subcontractor quotations and perform commercial comparisons to support accurate and competitive pricing Review BOQs and material take-offs to ensure all required materials, services, and project activities are included in the estimate Identify commercial risks, exclusions, assumptions, and clarifications during the tender and proposal preparation process Ensure proposals comply with tender requirements, contractual conditions, and internal commercial procedures Support tender clarifications and commercial negotiations with clients, vendors, and subcontractors Maintain proposal, estimation, pricing, and tender records and support project handover following contract award Maintain historical cost and vendor pricing data to support accurate and competitive future estimates Required Qualifications & Experience: Bachelor’s degree in Engineering, Business, Commercial Management, or a related field; Electrical, Instrumentation, or Control & Automation Engineering background is preferred MBA or relevant postgraduate qualification is a strong advantage; PMP or equivalent Project Management certification is preferred Relevant experience in proposal preparation, tendering, cost estimation, or commercial engineering, preferably within Oil & Gas, Energy, Industrial, or EPC environments Skills & Competencies: Good understanding of E&I systems and ability to interpret technical specifications, drawings, BOQs, datasheets, and tender documentation Strong knowledge of cost estimation, pricing, commercial proposal preparation, and vendor/subcontractor quotation evaluation Proficiency in Microsoft Excel and relevant estimation/commercial tools Strong analytical, numerical, organizational, communication, and time-management skills Fluent in Azerbaijani and English; Russian is an advantage Interested candidates who meet the requirements should send their CVs, stating the job title in the subject line, to the e-mail address in theApply for jobbutton.
